Purposive sampling was used to choose the University of Sto. Tomas Faculty Union (USTFU) as the unit of study. A sample size of 35 respondents was randomly chosen to answer a questionnaire designed by the researcher. The key findings include: the degree of control of teachers in decision making in the area of faculty classification posted the highest change, from moderate to a high level of control; and that there are areas that remain management prerogative such as budget preparation, etc. The culture of teacher union in the Philippines can also be explored and how teacher unions can be a vehicle or hindrance to educational development.
